  8.  AB    OBJECTIVE: To examine whether this law, enforced in 1989, has made
  9.        preventive effects or promotive ones on the spread of AIDS in Japan.
  10.        METHODS AND RESULTS: 1)Preceding social situation AIDS-PANIC in 1987
  11.        required such legislation as would eradicate prejudices, promote
  12.        supportive attitudes toward PWA/Hs and provide them with effective
  13.        measures to protect their human rights. 2)Contents of the law are to the
  14.        contrary. 3)How has it been enforced? Compulsory measures, which occupy
  15.        greatest portion of the law, have never been used. CONCLUSION:
  16.        Compulsory legislative measures are harmful not only to PWA/Hs but to
  17.        public health.
